Introduction
Crisis Counseling Assistance and Training Program Regular Services Program Application Materials
This application package contains the pilot application materials for the Regular Services Program (RSP) of the Crisis Counseling Assistance and Training Program (CCP), which is jointly administered by the Federal Emergency Management Agency (FEMA) and the Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Mental Health Services (CMHS) within the U.S. Department of Health and Human Services. CCP provides supplemental funding to States for short-term crisis counseling services for eligible disaster victims in Presidentially declared disasters. The RSP application must be submitted to the FEMA Human Services Officer responsible for the disaster within 60 days of the disaster declaration. The RSP may fund up to 9 months of crisis counseling services from the date of grant award. A State with an ISP that applies for an RSP must submit a letter requesting an extension of the ISP until a funding decision has been made on the RSP application.
Three entities are eligible to apply for and receive CCP funding after a Presidential disaster declaration: States, U.S. Territories, and federally recognized Tribes. It is recommended that the applicant review all the supplemental instructions before developing the application. Consultation and technical assistance for completing an RSP application is available from both FEMA and CMHS. Please contact the SAMHSA Disaster Technical Assistance Center (DTAC) at 1-800-308-3515 or DTAC@esi-dc.com. DTAC will provide consultation or connect you with your assigned CMHS or FEMA Project Officer.
