Introduction

Crisis Counseling Assistance and Training Program Regular Services Program Application Materials

This application package contains the pilot application materials for the Regular Services Program (RSP) of the Crisis Counseling Assistance and Training Program (CCP), which is jointly administered by the Federal Emergency Management Agency (FEMA) and the Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Mental Health Services (CMHS) within the U.S. Department of Health and Human Services. CCP provides supplemental funding to States for short-term crisis counseling services for eligible disaster victims in Presidentially declared disasters. The RSP application must be submitted to the FEMA Human Services Officer responsible for the disaster within 60 days of the disaster declaration. The RSP may fund up to 9 months of crisis counseling services from the date of grant award. A State with an ISP that applies for an RSP must submit a letter requesting an extension of the ISP until a funding decision has been made on the RSP application.

Three entities are eligible to apply for and receive CCP funding after a Presidential disaster declaration: States, U.S. Territories, and federally recognized Tribes. It is recommended that the applicant review all the supplemental instructions before developing the application. Consultation and technical assistance for completing an RSP application is available from both FEMA and CMHS. DTAC will provide consultation or connect you with your assigned CMHS or FEMA Project Officer.

What this Application Package Includes

The application package contains the key materials needed to complete an RSP application. These materials are described briefly below:

  • RSP Application

    The RSP Application includes the application form and basic instructions for completing an application for funding under the CCP RSP. The RSP Standard Application consists of a signature sheet; PHS Form 5161-1, which includes Standard Form 424 Request for Federal Assistance (SF-424) and Standard Form 424a Budget Information: Non-Construction Programs (SF-424a); and a format for providing materials required under the regulations of the CCP.

  • RSP Supplemental Instructions

    The supplemental instructions provide more detailed guidance on the RSP application, including instructions for completing the PHS 6161-1.

  • RSP Budget Table Worksheet

    The RSP Budget Table Worksheet is in Microsoft Excel format. It may be used to prepare the State and individual service provider budgets and narratives for the RSP application.
