Both the President's New Freedom Commission on Mental Health, in its final report on Achieving the Promise, and the Institute of Medicine, in its report on Crossing the Quality Chasm, have called for major change and transformation in how mental health services are organized and delivered. An essential part of this work is the creation of a consumer and family centered mental health system focused on recovery. The theme for the Conference derives from the need to move these developments forward. Unlike previous years, the 2004 Joint National Conference will bring together voluntary teams of State representatives to discuss and address key issues required for change using the set of strategies outlined by the Institute of Medicine. The issues by strategies matrix for the Conference is attached. State and Territory participation in this exercise will be optional. The exercise will be structured around one or more issues chosen by the State team, and approximately 4 hours of Conference time will be devoted to applying the set of strategies to it. States and Territories will be asked to indicate their wish to participate in this exercise.
